HPL consists of over 60% paper, with the remaining 30–40% being phenol formaldehyde resin for the core and melamine-formaldehyde resin for the surface. These thermosetting resins are chemically cross-linked during curing, creating a stable, non-reactive material with distinct properties. HPL sheets are available in various sizes, thicknesses, and finishes, with fire-retardant cores optionally treated with halogen-free additives.
